Does Thai Law Mean Anything?

So I don't really want to be making this video. I don't want to be making any of these videos but at the end of the day sometimes you just have to say something that is wrong is wrong, this is wrong. These foreign tax stamp-pimps wandering around Thailand illegally, it's wrong, and out there spreading like some sort of nefarious Johnny Appleseed, notions that these people can a) operate and they could be out there damaging the general public, both the foreign community as well as the Thai. And as I have brought up in other videos, I can't stress this enough. The issues of extra territoriality that Mr. Trump brought up in his Executive Order pertaining to OECD, those same issues are at play here in Thailand and I view any foreign agent of a foreign Tax Authority operating in Thailand and providing Thai Tax advice on Thai Law as a truly, I mean I don't think it is hyperbolic to say that's a true threat to Thailand okay. This is how the "camel gets its nose under the tent" as they say.
That said, I thought of making this video because let's say a source told me and they will remain nameless, but apparently one of these tax stamp-pimps, I can't remember names - Carton, Carten whatever - is supposedly going to be going back to the Pattaya City Expat Club, the Pattaya Expats Club, I don't know which one exactly it is. Somebody just told me this in passing, but they're apparently going back to somehow refute me or whatever. Here's my question in all of this. Where is Thai Law Enforcement? Because let's put this on screen. This is List 2, Prohibited Occupations for Foreigners, list 2, under Definition, Subsection 6. You can find this on the Department of Employment’s website in English. Quoting directly: "Providing accounting services for individuals, juristic persons, groups of persons, foundations, associations, enterprises, private agencies, state enterprises, or government agencies, as the following:" So again providing tax consultation is explicitly illegal and it doesn't matter who you're talking to. If you're a Foreigner, a non-Thai and it pertains to Thai Tax Law, it is illegal for you to be consulting on it. Again, as we see under subsection 6, explicitly laying that out.
Quote: "Other services related to accounting in various branches, such as bookkeeping, auditing, administrative accounting, setting an accounting system, tax accounting, and education" - and education - so none of this, "oh I am just talking." yeah, they get that. You are not supposed to be here talking about Thai Tax Law - Quoting further: "and accounting technology, as well as consultancy" - and how it pertains to Thai Tax Law is again illegal for foreigners to comment on. Quoting further: "development and training." So what part of this is not explicit that foreigners cannot operate in this sphere.
So I ask again, why are these foreign tax stamp-pimps running around Thailand, apparently going down to the Pattaya Expats Club in the next day - apparently it's going to be like Wednesday of this week, so tomorrow from the time of this video's publication - where is Thai Law Enforcement on this? It's an explicit violation. How does this make us look to the world if these foreign interlopers, literal agents, explicitly noted as agents of a foreign tax Authority are coming to this country and advising people how our tax law works here. How is that legal? Why is Law Enforcement not doing anything about that?
