A "Time Out" For The "Big Joke" & "Big Tor" Matter?

As the title of this video suggests, we are discussing 'a timeout'. I originally was going to call this 'I thought we had a timeout in the Big Joke and Tor case', and then I decided well it's not really a case exactly, it's just sort of a pending matter that is going on over within the Police Division, it is my understanding. Then on top of that, what are we talking about in terms of 'a time out'? Well we have been keeping track of this; for those who don't know what's going on here, go back into the search function either on the resources section in our website legal.co.th, or just in the search section in our channel here and just type in "Big Joke", you will get the latest videos and you will see, you will be up to date. But long story short, where we are at now is I thought we were in this sort of interim period where there is this 60 days in which to have this further investigation/adjudication and then it was my understanding there was kind of, maybe not an official moratorium on discussion of the whole thing, but maybe kind of an informal moratorium. I thought of that after reading a recent article from the Bangkok Post that is bangkokpost.com, the article was titled, is titled: PM transfers Police Chief, Deputy for 'justice'. Then the byline is: "Srettha orders cease to interviews on Torsak and Surachate situation. Quoting further: "The Prime Minister also ordered all parties to stop giving interviews regarding the situation between Police General Torsak and Police General Surachate." So for those who are unaware, in one of the prior videos they called Police General Torsak, who is presently the Head of the National Police here in Thailand, presently though been suspended, there is an acting Police Chief while we are going through the 60 day period. For those who are unaware Surachate "Big Joke" Hakparn, is also referred to as "Big Joke" by the media etc., that is sort of his nickname; oftentimes these guys when they get to a certain point they start being called "Big" and then their sort of nickname or whatever, so that is the reasoning behind the title of the video. But that said, the question raised is again it looks like the Prime Minister has sort of said, hey I thought we were, I thought there was sort of an informal "hey we are just going to see how this plays out, we need to investigate more", that's what this 60 days it is my understanding is for, but then I read a recent article from the Thai Examiner, thaiexaminer.com, the article is titled: Bangkok Police still targeting "Big Joke" over BNK Master website case. Arrest warrant considered. Quoting further: "'Big Joke' saga continues to unfold: arrest warrant request to the courts considered by Bangkok-based Police as they continue to target him over the BNK Master case. The PM's intervention has not extracted him from legal peril. Top Cop reportedly planning a short UK vacation amidst the legal turmoil that continues to surround him." Quoting further: "The dramatic intervention by Prime Minister Srettha Thavisin on Wednesday has still left Police Deputy Chief General Surachate Hakparn (that is “Big Joke”) exposed. An additional attempt to serve a summons on him related to the controversial BNK Master investigation was made on Friday. At the same time, Metropolitan Police Bureau sources in Bangkok, on Saturday, were reportedly considering another application to have an arrest warrant issued. This comes with reports the top policeman known also has "Big Joke" is planning on a short holiday to the United Kingdom." 

Yeah, interesting stuff all going on around here. That was my understanding too, is okay they have both been transferred to the Prime Minister's Office to sort of inactive positions. I shouldn't say suspended, that's really not quite the right terminology, but they have been transferred to these inactive positions in the PM's Office. It is also my understanding all the cases have been transferred to the National Anti-Corruption Commission and for that reason they are going to undertake further investigation. So it was our understanding that this had sort of ended but apparently there is some kind of loose end surrounding the possibility of an arrest warrant application possibly being made. Now whether or not that plays out remains to be seen. As per usual, Thai Examiner and Bangkok Post for that matter, have done a great deal of good reporting on these developments. I urge those who are watching this video, go check out those articles we just noted. But again, the reason I am making the video is just sort of look until something newsworthy in the sense of something that comes out in the investigation sort of percolates up, I am not overly interested in really talking about this topic much further, as it was my understanding myself that look, yeah we are going to have this investigation. We need to get to the bottom of this so for this reason we are going to take these special measures, transfer these two to these inactive positions within the Prime Minister's office and then go from there. To sort of have this whole application for an arrest warrant possibly being issued, to have that sort of come back up again in the aftermath of the PM intervening, that seems a little strange to me, just from my observation that seems odd considering everything that has happened to this point. That said, we will keep an eye on this and if necessary we will keep you updated on this situation as it evolves.
