"Nuts and Bolts" of Charter Change in Thailand?

As the title of this video suggests, we are posing the question, what exactly are the Dynamics if you will of this Referendum associated with the Charter change here in Thailand? I have discussed this at some length recently. I'm really making this video to provide some level of edification for the foreigners but there has been a lot of talk about this Charter referendum and it's attached to this upcoming election and I don't think folks quite understand what's going on here.
I thought of making this video after reading a recent article from the Bangkok Post print edition. We'll go ahead and throw this up on screen under the title: Nuts and Bolts of the Referendum. And I wanted to go and quote directly: "First, voters decide whether a new Constitution should be drafted. The second Referendum is to reject or approve the framework, procedures and key principles of the drafting process. The third approves or rejects the final draft. The court also ruled that the first and second Referendums may be held simultaneously."
So, what are we talking about here? Well this is basically the road map, if you want a basic road map of how this Constitution's drafting process works. Again, voters decide whether there should be one; that's basically part of the present Referendum. It is my understanding, the second part is as well rejecting or approving the framework, and then the third approves or rejects the final draft. So it could be in three steps, but they could also consolidate the first two steps together, and have one referendum on that and then have another on the final draft. So that is basically what we are looking at in terms of some kind of road map for the possibility of changing the Constitution.
I urge those who are watching this video to check out the Bangkok Post, bangkokpost.com, as you should be able to find that article in there and be able to read the rest of the details. I don't really want to get into the high weeds of the sort of procedural detail associated with actually amending the Constitution, but I think it is worth pointing out, if for no other reason than to sort of keep the foreign community informed as to what exactly is happening in this upcoming election. We're not only dealing with the elections to Parliament, the members of Parliament, the MPs, which everybody is kind of used to, as well as forming a government. Again that's kind of par for the course when it comes to Parliamentary elections but also attached to that we have also got this Referendum regarding the Constitution which remains to be seen how that's going to play out.
But that is going to be happening at the same time as we have the elections on February the 8th, and we will certainly be keeping you updated on this channel as the situation evolves.
