Border Runs in Thailand Limited by Nationality?

As the title of this video suggests, we are discussing Border Runs here in Thailand. What are these? Well for those who are unaware, if you come to Thailand and you get for example a 45-day Visa Exemption Stamp, but let's say you want to stay longer. Now it is possible to get a 30-day extension here in the Kingdom but okay let's say you want to stay longer. Well you can do a Border Run now. It is possible to get in a van or something; generally best to retain a service because they have to check ahead to make sure they will let you in and out, but get a service, get in a van for example, go out to for example the Cambodian Border, technically cross into Cambodia, be stamped out of Thailand and then stamped back in to Thailand for a new 45 days.
I differentiate the notion of a Border Run from a Visa Run. To my mind, a Visa Run is usually you get on a plane although it doesn't have to be, and you go to a Consulate or Embassy abroad and get an actual visa and then come back in to Thailand. I view them as two separate things. Again it might be viewed as kind of a semantic point but they describe two very different processes. The process of a Border Run is simply going to the Border, crossing out crossing back in and then gaining new status thereby.
I thought of making this video after reading a recent article from the Pattaya Mail, that is pattayamail.com, the article is titled: Cambodian man's career success story in Pattaya. Quoting directly: "Since the Thai Authorities once again allowed Visa Runs several months ago, Den has a new area of responsibility to share with colleagues - the one-day minibus trips to the Cambodian Border at Pong Nam Ron (Hot Water Spring) which permit most foreign nationals to extend their vacations in Thailand. Quote: ”We have to see the passports first and register travellers in advance as not everyone can take advantage." Indians and Chinese are amongst the nationalities not able to do land Border Runs at present." Unquote. So I note that again: Indian nationals, Chinese Nationals not possible to perfect a border run here in Thailand, at least as of the time of this video. So if you are looking to come into Thailand and you are a passport holder of one of those countries, might not actually even be listening to me, I think most of those folks that listen to me are probably the folks that speak English, well Indians might be listening to me but Chinese probably not, if you come into Thailand on just sort of a visa-on-arrival, it is not going to be possible to do a so-called Border Run here in the Kingdom of Thailand.
