Criteria for Entering Thailand Without Quarantine

As the title of this video suggests, we are discussing quarantine or lack thereof after November 1 here in the Kingdom of Thailand for foreigners wishing to travel into the Kingdom. A recent article from Thai PBS World, that is thaipbsworld.com, the article is titled: Thailand Sets out Seven Conditions for Foreign Arrivals Without Quarantine. Quoting directly: "From November 1st, foreign tourists arriving in Thailand without being required to enter quarantine must meet seven conditions according to the Bureau of Risk Communication," (risk communication. I am curious how you communicate risk, okay) quoting further: "and Health Behavior Promotion of the Disease Control Department, today (Wednesday).

Foreign arrivals must:

1. Come from countries specified by the Thai Public Health Ministry as being low risk and arrive by air." (As we have noted in other videos, currently it has gone up to 46 total countries and a lot of the major, the usual suspects if you will for travel in to Thailand are on that  list: US, UK, China; a few different places) quoting directly: 

2. Have certificates to confirm that they have received two doses of a recognized COVID-19 vaccine.

3. Have negative COVID-19 results from RT-PCR tests conducted within 72 hours prior to arrival in Thailand.

4. Have a minimum of US$50,000 health insurance coverage.

5. Have written/electronic confirmation of hotel bookings in Thailand

6. Download and install a specified app upon arrival at the airport and undergo RT-PCR tests within 24 hours of arrival.

7. Have negative test results before traveling domestically without quarantine.

So there is a lot going on there. They go out of their way there to omit mention of the old Certificate of Entry and as we have discussed, they are phasing out the Certificate of Entry and bringing online this Thailand Pass. One thing I can say in the last 18 months the Thai Government has gotten really good at renaming stuff even though it looks very similar to what it was in the past. We have done another video on this and I am doing another one contemporaneously with this one. More and more the Thailand Pass just looks to me like a Certificate of Entry looking like and in certain ways, it is looking like and our lawyers here in the office that have been dealing with this in real time it is actually looking like the Thailand Pass has more documentation requirements than the old CoE. Although that said, the Coe system lacked a million things to be desired especially here in the last few months it has become very cumbersome to say the least to deal with and hopefully the Thailand Pass represents a move in the right direction. Although that said, and we have been dealing with these again like I said on the ground here in real time liaising with Embassies and the Ministry of Foreign Affairs and the Thailand Pass qualitatively to us doesn't look all that different from a practical standpoint.

Now that said things may change in the future and we will certainly update folks on that. But for now, yeah it looks like November one we are going to be looking at quarantine free entry for folks from certain specified countries and although it is a little bit I hesitate to say misleading but it is a bit of a misnomer to call it "quarantine free". There is this one day period where you have to spend in a hotel upon arrival after being tested to double check that you test negative before you can go on your way. How exactly that is going to play out remains to be seen. We will certainly keep folks updated on this channel as the situation evolves.
