Foreign "Content Creator" Arrested "Causing Public Nuisance" in Thailand?
Transcript of the above video:
As the title of this video suggests, we are discussing a foreign content creator arrested for being a nuisance. What are we talking about here? Well I thought of making this video after reading a recent article from Khao Sod English, that's khaosodenglish.com, the article is titled: Content creator's flood prank backfires, faces fine in Chiang Mai. Quoting directly: "Chinese man arrested for making content floating in Chiang Mai flood waters. Police at Chiang Mai City Police Station arrest tourist for creating content floating with flood waters causing public panic. People in Chiang Mai province on Nawarat Bridge, along the Ping River in Chang Klan Sub-district, Muang District, were startled to see a man floating in the water as it swept away by the current on Thursday evening. They called the Police and rescue team for help. However, later complaints revealed this man had done this before, prompting Chiang Mai City Police Station and Immigration Police to take him in for questioning."
Yeah this is one of those where it's like a foreigner is just kind of out doing something that maybe they shouldn't be doing, 'behaving badly' for lack of a better term and the police kind of "wait, what?" and then they get on it with pretty good alacrity. Quoting further: "They found he was Chinese and had to contact an interpreter to assist with the process. The investigation revealed that he was a Chinese tourist with the surname Lee who had previously," 'with the surname Lee' - that narrows it down! Quoting further: "who had previously floated in the river on February 25, also during a flood in Chiang Mai province. Mr. Lee stated that he did this simply because he enjoys swimming and likes to create content about playing in water." Okay! Quoting further: "Police Colonel Prachaya Thisla, Superintendent of Chiang Mai City Police Station charged him with "causing public nuisance in a public place and causing fear to others" and fined him the maximum amount of 5,000 baht. At the same time, Pol. Col. Prachaya admonished and advised Mr. Lee about the prohibitions on creating dangerous content.." and I'll get back to that moment, "..as it could cause public panic and misunderstanding, inconvenience everyone and potentially affect the tourism image of Chiang Mai province. Mr. Lee acknowledged the charges and agreed to pay the fine. He promised not to create dangerous content in the future and will not jump into the Ping River again."
So yeah, again I think that this is worth pointing out if for no other reason than as sort of some teaching points here going into high season especially as I figure we are likely to see a number of tourists coming in and not a small percentage of them I expect will be YouTubers and travel bloggers and such folks, and that's fine, whatever. The point I'm trying to make is with regard to this, be aware, the content you create can have implications for you here in Thailand in a legal sense. It could have potential legal ramification basically here in Thailand, again depending on what you are doing and if it is disturbing or putting the image of Thailand in a negative light, especially intentionally, that can also be cause for concern for one, especially a foreigner here in Thailand who's making such content. So just sort of be aware that folks are watching what the foreigners are doing here and they're watching them do these rather zany things in order to create excitement and buzz on the internet and therefore get more views, get more clicks. Bear in mind again, that can have legal ramifications here in Thailand so just something to basically remind folks of. Be aware of what you're doing when you are creating content here in the Kingdom of Thailand.
