Foreigner Questioned Regarding Sales of "Tours Directly to Tourists"?

As the title of this video suggests, we are discussing, well we're discussing kind of one of these situations of foreigners trying to work illegally here in Thailand, especially with regard to tourism. I thought of making this video after reading a recent article from the Phuket News, that is thephuketnews.com, the article is titled: Russian man questioned for selling tours directly to tourists. Police are questioning a Russian man for allegedly selling tours directly to tourists at a tour kiosk in Karon.
Okay, first of all, folks need to understand, look tourism is a heavily restricted occupation here in Thailand. The Thai Authorities and Thai folks just generally view that as something that is restricted only to Thai nationals and they take it rather seriously. Quoting further: "The issue came to the fore when a video 23 seconds long was posted online, evoking comments lambasting foreigners for "stealing jobs from Thais." Quoting further: quote "All relevant individuals were asked to come to Karon Police Station for clarification," the brief report added. Quote: "Officers will coordinate with Phuket Provincial Employment Office to clarify the scope of work for the foreign workers involved. If any violations are found, legal action will be taken," the report said. People who see foreigners possibly engaged in illegal activities can report it to the Tourist Police hotline at 1155, the report concluded." And if you read into that article and I urge those who are watching this video check it out for yourselves, it appears that this person did have a valid Work Permit but again you can’t get a Work Permit to operate directly in the tourism sector per se. So this is one of those things where it's a work violation without being one of those working without a Permit kind of scenarios. So that's a bit qualitatively different.
But a thing to really bear in mind with respect to this is the fact that yeah, Thai Authorities take the tourism sector very seriously; it is viewed as something reserved to Thais alone and it is something that foreign nationals should really not get into lest they want to find themselves under direct scrutiny by the police here in the Kingdom of Thailand.
