Thai Prime Minister Targets "Foreigners Behaving Badly"?

As the title of this video suggests, we are discussing the Thai Prime Minister now seems to be focusing on what I can only describe as "Foreigners Behaving Badly" and I can say that as a quotation, and will get to why in the upcoming citation. 

Really quickly before I jump into the citation in this video, we have had folks ask and I've had people tell me, we really appreciate the content you put out. It's our understanding you don't monetize your channel," - we don't; now it has its own promotional benefits if you will, notwithstanding the fact it's not monetized, and that was never the purpose of the channel. It was really to provide information to the expat community and things, but yes it has a promotional element for the firm - and folks have asked me, they have said, "hey, we appreciate that, but is there any way we can support you even though I don't need to avail myself of a lawyer at this time?" Well you can. My better half and I set up a restaurant here in downtown Bangkok, the name of the place is Pancake Palace. As the name implies it is breakfast anytime. American Diner style food as well; it's not exclusive to breakfast. We've got hamburgers, cheeseburgers, chilli bowls, grilled cheese sandwiches, tacos. I thought of making this video after reading a recent article from the Bangkok Post, bangkokpost.com, the article is titled: PM vows to reign in misbehaving tourists. It's important to point out something here. This is the Thai Prime Minister, okay? As I pointed out in another video where we were talking about investigations into foreigners operating illegal businesses in Thailand where the Royal Thai Army had gotten involved, we're at national policy maker level here. This is the Prime Minister who is now focusing on this issue with regard to the influx of foreigners here in Thailand, and the fact that there has been a lot of really outrageous behaviour in the past roughly year, year and a half. As I have discussed in other videos, when we first started making these Foreigners Behaving Badly videos it was like an anomaly. I would maybe make one of these once a month or maybe twice a month at a maximum, and now there's no sort of shortage, as we will get into in the citation here, there is no shortage of these incidences of "Foreigners Behaving Badly", so let's jump in. But the thing to convey here to the expat community and to the new folks that are now here, this is pretty serious stuff. We're seeing this at a national policy level where the Prime Minister is concerned about this. This is not something to sort of shrug off I would say. 

That said, quoting directly: "Prime Minister Anutin Charnvirakul vowed on Wednesday to tighten oversight of tourists' behaviour after a series of incidents including foreigners having sex in public, warning they damage the country's image. Mr. Anutin ordered strict enforcement of laws against tourists engaging in inappropriate behaviour that violates Thai Law, according to a statement issued by the Prime Minister's Office. "Tourists exhibiting inappropriate behaviour or causing disturbance to the public and other tourists must be prosecuted strictly according to the law, without exception, especially those engaging in behaviour that violates Thailand's fine cultural values and those related to drug use," Deputy Spokesperson Ploytalay Laksmisangchan quoted Mr. Anutin as saying. The comments came in response to several incidents of Foreigners Behaving Badly," - that was the reason for the citation, the reason it's in quotes here - they actually use that term in this article - "that have attracted widespread attention recently. Among them:

  • In Pattaya, local residents complained about public indecency after witnessing four couples engaging in sex in the water early earlier this week." Just as an aside here, look, we've all been to Pattaya, defined and I've had my younger days - we've all had a good time and things - is it really incumbent to do this stuff outside, like behind closed doors isn't, to my mind, I don't see the attraction in that, that doesn't make a lot of sense to me. That said, quoting further: 
  • Also in Pattaya, a tourist attempted a backflip on the roof bars of a moving songthaew only to lose his footing and slam face first in the road." - Yeah, I saw that footage. While it was I guess foreigners behaving badly, I think that was sort of an instant karma kind of thing there. Quoting further: 
  • In Phuket, police have deported" - deported by the way - "a Spanish man and a Peruvian woman after they confessed to having sex in a moving tuk-tuk. 
  • Last month, a French couple was arrested and deported after video of them having sex on a Phuket beach went viral." - again, everybody likes to have a good time or whatever but does this need to happen in public? I think that is really more the issue with the Thais; its like live and let live as long as it is consenting adults but behind closed doors, please. Quoting further:
  • "Another couple from France was blacklisted and had their visas revoked after video of a tuk-tuk sex romp in Phuket earlier this year triggered outrage online. 

Mr. Anutin also said that checks by authorities of entertainment venues would be stricter in order to maintain public order."

So look, at the end of the day I think the thing that we can take away from all of this is authorities here in Thailand are not unaware of this and they are highly concerned. We've had members of Parliament step up in Parliament and bring up issues associated with Visa schemes and how inappropriate behaviour may affect Immigration Policy moving forward. I have discussed the fact I think comprehensive Immigration Reform is necessary at this point in order to deal with a number of things. I mean there just needs to almost be a house cleaning with respect to getting the infrastructure of the Immigration System sort of more in line with the modern situation. And that doesn't mean ongoing ad hoc - just sort of one type of Visa is one thing, and another type of Visa is another thing - rather basically a comprehensive reform of the system in such a way that benefits the national interest, that's in Thailand's interest and Thai people's interest, and is also streamlined so that foreign nationals know what benefits they are accruing, and what benefits they are not; what they do and do not have. All of this nebulousness regarding things, especially like work authorization, has led to a lot of situations where people I think were oftentimes acting in good faith thinking they had the work authorization that they had, only to find that they did not. I am not saying that is every situation, but again I think it would benefit everyone, the foreign community as well as Thais, to go ahead and see Immigration reform in a comprehensive manner so that we can have sort of a structured framework by which all foreigners can be in Thailand. 

That being said, in the meantime, it looks to me like especially law enforcement is going to be increasing scrutiny regarding matters pertaining to foreigners here in the Kingdom of Thailand.
