CR-1 and IR-1 Visas: Why Does USCIS Exist?

As the title of this video suggests, it is kind of a sister video to a video we did where we asked in the CR-1 and IR-1 Visa context: "Why does National Visa Center exist?" This is a sister video: "Why does USCIS exist?  

The reason I am asking this is because they are basically are redundant organizations as far as I can tell in the context of the CR-1 or IR-1 Visa. They end up asking for almost all of the same documentations as the National Visa Center that the USCIS asks for initially when dealing with the petition. So as far as I am concerned, I think they need to be consolidated into one basically body that deals with the adjudication all at once. Why do we deal with this redundant thing where we are dealing with Department of Homeland Security on one stage and then we are dealing with Department of State which ends up asking for the same stuff even though they get a copy of the petition which includes most everything, presumably should include most everything that is in the initial petition or at least the information is included. Why they have to go through this redundancy is beyond me.

I mean in a sense I know it is kind of a cliché. Bureaucracies are just like that; they become very redundant. There are just a lot of nonsensical things that happen within the bureaucracy but when you are dealing with this practically and when you dealing with folks’ spouses trying to get them in to the United States, it is very frustrating to begin with but it is also very disconcerting because at the end of the day having all this redundancy and having all this bureaucratic obtuseness, it has an impact on people's family life.
