US Tourist Visa Applications for "Third Country Nationals" in Thailand?

As the title of this video suggests, we're discussing US Tourist Visas specifically in the context of what are called Third Country Nationals, and we're talking about this purely from the context of the US Embassy here in Thailand.
So the vast majority of cases we deal with in our US Immigration Division are coming from Thailand. So we occasionally will deal with a Laos case - in fact I have a few Laos every year - and in the past we would deal with some Cambodian cases; at present that's not looking like we'll be doing that anytime soon. And in the distance past, I would occasionally deal with something coming out of Myanmar, Vietnam and even no, I deal with Myanmar passport holders seeking visas, but primarily we are dealing with stuff here in Southeast Asia and I am primarily dealing with the US Embassy, Bangkok.
Now the thing to take away from this video is Third Country Nationals, what are they? Well it's a person that's not from the host country of that Embassy. So a Thai is a host country national, if they're seeking a Visa through the Consulate in either Bangkok or Chiang Mai. A Laos person for example or a French person, or a Canadian or a Mexican or something, whatever, trying to seek a Tourist Visa through the Embassy in Bangkok would be considered a third country national.
New policies from the Trump Administration are effectively making third country national processing impossible, especially in a Tourist Visa context. It's my belief right now that I'm going to go ahead and take a wait-and-see approach regarding Immigrant Spousal Visas and things especially. I can see circumstances and fact patterns where there may be circumstances where they say, “hey there's an exigent need, we're going to go ahead and do a third country national through the Embassy in the Immigrant Visa unit”. I don't see where that is going to translate into the Non-immigrant Visa unit. So if you're looking for a Tourist Visa and you're not a Thai national, it's probably not a good idea to try and process that Tourist Visa through the US Embassy here in the Kingdom of Thailand.
