The Return of Certificates of Entry to Thailand?

Let me preface this video by saying look this thing is moving fast. We are in a definite fluid state with respect to the state of Thai Immigration right now so this information may go out of date very quickly. We may see things change but I am just trying to give information as best I can and in as timely a manner as I can as this situation unfolds. 

A recent article from ASEAN NOW, that is aseannow.com, the article is titled: Thailand Suspends "Thailand Pass" and "Test and Go". Quoting directly: "Thailand's Prime Minister Prayut Chan-O-Cha has ordered the immediate suspension of new registrations for Thailand Pass and at the same (I think they mean at the same time) reinstated mandatory quarantine effective immediately." So the question posed by this video is: "Can we presume then that with the destruction of the Thailand Pass or the suspension of the Thailand Pass, are we going to see Certificates of Entry once again be necessary to enter Thailand?" I think there is some insight and again we are kind of in the air on this. It does look to me like de facto COEs are back because it really is the only option if you are not using the Thailand Pass system. By the way they never went away. It was just there were certain people that could use Thailand Pass and they did and if you couldn't use Thailand Pass you still had to do Certificate of Entry. We processed some Certificates of Entry in the last month. It is still being utilized as a system but some insight to be found in a further quote here, quoting directly: "After December 21 there will be no new registrations for "Test and Go", only quarantine or Phuket Sandbox said Deputy Government spokeswoman Rachada Dhanadirek”. So I think that provides the insight there. You are either back in quarantine which utilizes a Certificate of Entry procedure or the Phuket Sandbox again which utilizes a Certificate of Entry procedure. 

For those who are unaware, Certificates of Entry were promulgated pursuant to the Emergency Decree in March 2020. We have been dealing with them ever since. It is an additional document in addition to your Visa that has to do with approved flight itineraries as well as a specific date for entering Thailand and at least during this suspension which presumably will be reviewed again on January 4th, 2022, folks are currently unable to use the Thailand Pass process. If you already have a Thailand Pass it does appear that you are sort of grandfathered in; you are going to be able to use that. As I have said in another video made contemporaneously with this one, there is some question as to whether or not that is going to really move all that smoothly under the circumstances. That stated, it is still an option out there. So for purposes of now, it looks like Certificates of Entry are again the order of the day and when or if that changes we will certainly keep you updated as the situation evolves.
